In response to the Prime Minister’s address at the Innovation Nation Summit, the World Health Innovation Summit (WHIS)—headquartered in Cumbria—has set out its vision for translating national innovation goals into regional economic growth and global health leadership.

WHIS emphasizes that unlocking the UK’s full healthcare and life science potential requires transitioning from reactive cost containment to proactive, value-driven investment in health, wellbeing, and preventative care.

Cumbria Leadership, Global Scale & High-Yield SROI Operating from Cumbria, WHIS brings a proven track record of regional delivery backed by international platforms:

  • High-Impact Health & Wellbeing Models: The WHIS model pioneers preventative health and wellbeing pathways that deliver £36 in Social Return on Investment (SROI) for every £1 invested, offering a sustainable model for Integrated Care Boards (ICBs) to ease pressure on acute services.
  • Global Social Prescribing Alliance: WHIS hosts the Alliance, which was launched in 2021 by the UK Secretary of State for Health and Social Care alongside the World Health Organization (WHO) and international partners to scale community-driven preventative health.
  • US Donor-Advised Fund: WHIS leverages its established US Donor-Advised Fund to integrate international philanthropic and impact capital into UK regional health ecosystems.

Global Health Security: Leading on AMR at the G20 Beyond regional health delivery, WHIS is highlighting the strategic opportunity for the UK to champion global health security. With Antimicrobial Resistance (AMR) posing one of the greatest global threats to healthcare systems and life science supply chains, WHIS is structuring frameworks that position the UK to lead international dialogue and action on AMR ahead of next year’s G20 summit. Core Pillars of the Regional Framework In alignment with ongoing discussions alongside partners in the North, WHIS is looking at a phased implementation model across four key pillars:

  1. Preventative Health & AMR Action: Deploying community-anchored health cities and clinical frameworks that address AMR and preventative care to reduce hospital admissions.
  2. Blended Capital Deployment: Establishing Special Purpose Vehicles (SPVs) backed by US Donor-Advised Funds and institutional lenders targeting investment in regional deal flow and significant job creation.
  3. North East Venture Studio: Building a dedicated innovation pipeline bridging NHS Trust clinical priorities with university research and commercial technology partners.
  4. Targeted Pathway Transformation: Scaling modern service frameworks—starting with Sepsis management—while aligning with national and international grant programs including the International Science Partnerships Fund (ISPF).

By uniting Cumbrian roots, international financing mechanisms, and high-yielding preventative care models, WHIS is providing a practical roadmap for regional health transformation and global leadership.
